Why does not the hair including when I import photos of people that I should animate? Very annoying!

Hmmm..... 
Maybe I'll figure it out. So that when I import an image of the front and one of the page, so the hair becomes even on the both images. So I can animate as I want.

The short answer is, hair is a separate item, like glasses, clothes, or a hat.
iClone does not have the intelligence to look at a photograph and magically create everything.
You even need to assist iClone in creating a head and face from a photograph.

I have seen a "technology demonstration" of some software that can generate a hair style based on a single photograph, but that was not a project, it was more like a research project.

There are a number of programs that create hair that you can then import using 3DXchange as a prop.
The free one is Blender.
You can export your Head as an obj without Pipeline AFAIK, certainly can the G5 characters Chuck and Gwynn heads, and in Blender grow particle hair, this hair can then be exported as an obj to be imported as an iProp in 3Dxchange.
It is not the easiest program to use though.
I am not going to explain how to use it either as not my choice of software though I have done it.

The next cheapest one is a plugin for DAZ studio called LAMH, short for look at my hair.
You can import the head obj into DAZ studio and with this plugin grow hear on the mesh and style it then export as geometry.
There are quite a few videos and tutorials on how to do this. I use this plugin the most.

A dearer but not too bad way is with Poser by SmithMicro, you can get older versions fairly cheap, and a free program called Dynamic hair converter on shareCG.
Poser Hair a bit harder to style, you need to do it in sections, you can pull back, down and sideways but is dynamic like the Blender Hair so can be draped to get the style you want too.
You then export and convert it with that free program I mentioned.

Dear very dear is Zbrush, not as Dear is 3Dcoat, I shall not explain how to use these as prob not going to be a beginner choice anyway.
Daz and Poser are handy programs to use anyway and there is a lot of free content for them you can export as obj and FBX to use in iClone so worth learning.

Many exportable as obj from the free DAZ studio to use as iProps attached as Accessories.
Some if UV mapped vertically easy to use physX on too.

LAMH plugin for Daz is great and easy to use. If I want to create clothes for CC characters, which plugin would be easy to learn?
