Yes, a character "moves" from the position at one key frame to the next.
If the first key frame is the same position as the next one (10 frames later) then the character will be "frozen" and not move.
You can select and copy a key frame to replicate a position.
For pre-made animations the problem is that you do not have access to the individual keys that make up the motion.
You can override them but not copy them. Breaking them is the easiest way to freeze the character during that animation.
If you are manually creating the motion, then you should add a key frame 10 frames ahead of the last one before adding the next motion change.
