Grabiller, I've given as much information as the manual gives for why it shouldn't work, and I was looking for what I may have missed. I have a scene exported as FBX
from DAZ of a sci fi apartment with chairs and tables and lamps inside. I'm using the latest version of 3dxchange. Just checked yesterday.In the screenshot, I have just selected the closest chair.

I believe your issue is related to the fact that, for some reason, all the meshes you have in your FBX are skinned with "bones" (or "locators", whatever).
In the screenshots, you can (barely, please make bigger screenshots next time) see items with a white sphere, typical for bones (not sure all white spheres are bones but it is a strong hint here). Which means the mesh you have in the same hierarchy is enveloped/skinned with all or some of those white sphere items.
In that case - like when you import a skinned Character - you CAN NOT make Sub-Props of skinned meshes.
Several workarounds comes to mind:
1) Re-export to FBX your original assets from the original software, if you have access to it, and disable any enveloping/skinning export option.
or
2) From 3DXchange, export to OBJ, then re-import the result into 3DXchange, the bones will disappear and you will be able to make Sub-Props.
Unfortunately I did not find any option, in 3DXchange, to discard skinning, either after having loaded a FBX file, or while exporting as a FBX file : /
