An object (i.e. Character or Prop) will always move from one transform key to the next.
To keep an object stationary:
Place object on stage.
Move timeline to one frame before you want the object to start to move (say frame 50).
Place a transform key at that frame for you object.
Move timeline forward to end point of move (say frame 100).
Move object to end location.
Now when you play the animation you will see the object stationary from frames 1 to 50 since the transform key at frame 1 and frame 50 are the same. Starting at frame 51 the object will start to transition to the end point loation at frame 100.
