Answer: no you can not use photoshop to create the dog mesh as object. yes you can use software such as archipelis to create the dog mesh from a goo quality 2D sideways picture. The best resolution for this picture is 1024 to 1024 (Soon there will be an archipelis V3 for a higher resolutions). In most cases you need to reshape and change the polygons from the model created with archipelis to get a good regular mesh for animation.
If you want a dog with animations it is even more work. You have to create the 3d mesh with a 3d modeling program or use the obj foutputfile from archipelis(archipelis only provide a 3d object with medium resolution) You also need to create a bone structure or use an excisting one for this dog mesh. Then you have to rigg the bones and skin this mesh to these rigged bones.Then you have to create the animations or use excisting motions for this dog in a 3d program or Iclone.You can only use excisting motions for this dog if they are made for the bonestructure you use or if you can convert the excisting motions for your bones structure. If you need a talking dog, this is even more complex, because you need a lot of bones in the dog headmesh and tongh. Or at least bones in the jawn (for only open and close the mouth).
Then you need to convert the model to an FBX file(best ver 2006). This Fbx file can be converted by a plugin(if you use 3d max) or through 3d exchange. You can convert the dog to a i-prop with built in motions(use the perform function in Iclone) or convert it to a non human creation with seperate motion files. The nonhuman has the possibility that you can edit and create motions in Iclone. For complex motions it is not easy to do it in Iclone. Complex motions in most cases are made with other 3d programs. If you have an i-prop (for iclone (not made with iclone 5) with builtin motions you can in most cases convert it to a non-human character with seperate motion with 3d exchange.
