What is the character generator in license table?

I can not understand the exact meaning of character generator and I searched for previous articles.
And in some articles, character generator is described as a customizing game user's character by selecting different parts like eyes, body shape etc. with slides.

1. But what if spawned characters and npcs are not customized by user, but 
randomized with morph? Is this a character generation?
2. If characters change their appearance when the character is in some states (for example, character become skinny when starved or character's nose become large when bitten by insects etc.), will it be regarded as a character generation?
3. Randomized characters and npcs are spawned and states related to there appearance are given(for example, fat characters are in overeating state etc.).
Is this a character generation?

I think customizing character with slide or buttons is, course, a character generation, but I'm wondering whether "character generation" includes other changing of shapes, too.

If the randomizing is using Reallusion Content to generate a character in-game, then this would be classed as an character generator and require an Enterprise License.

Providing the change of appearance isn't controlled by the user, or selected from a choice of options, then this wouldn't be classed as a game generator. For example, if you had a character locked in a cell at the end of one chapter and the next chapter was set a some time later, then it would be expected for the character to look different but the look wouldn't be determined by the player.

If the character being randomized is created in-game using Reallusion content then this would be a character generator and require an Enterprise License. However, if multiple characters are generated outside of the game in Character Creator itself then this would be fine under the Standard or Extended License.

Appearance is changed not by user, but by game developer's fixed code or data.
-> Extended license is fine.
Appearance is changed not by user or game developer's fixed code or data but by randomly generated value in game.
-> Enterprise license is required.

If this is correct, I think now I understand the difference.

2.
Appearance is changed as chapter is progressed or stage is changed.
But there is a story branch and the story route is affected by player's choices.
So player's selections affect story and appearance.
Is this a character generation in game case?

The important point to note is that any in-game character generation system, be it user controlled or randomized by the game, is not permitted with a Standard or Extended License if Reallusion content is used. Only a negotiated Enterprise License would allow this kind of system to be used in game.

What you can do with a Standard or Extended License is have the same character with various different looks, such as winter clothes in a snow set scene, or summer clothes in a beach scene, or the character looking dishevelled after being kept captive in a cell and so on.

The key here is that all these characters looks need to be created prior to being used in the game and not generated on the fly by a randomized generation system where the game itself selects from a choice of content options.

@Peter I made another post regarding the same question. (well, sort of) If we use Character Creator to create a base mesh, and we ONLY utilize the base mesh, nothing else, our own hair cards, our own clothing, do these things still apply? How can one get a enterprise license for CC? These can probably be applied to both a randomized system, as well as a skin system in games. I know when we use items from the Content store and Marketplace we need the required license, however, what happens when we do not use anything other than the base mesh when we create our own stuff? Is this still relevant then?
