You should be able to just double-click the GLB to open it in Windows Paint3D. You can then save as FBX. Then you can convert it to a non-standard iClone character with 3DXchange.
It is not CC3 compatible.

External characters from any source cannot be converted into CC characters. DAZ characters can be transformed into CC characters, but those are an exception.
You might be able to import them for use in iClone via 3DXchange if they are in FBX format, but they would not be CC characters.

There are even more theme-based sites from the Estonian developer Wolf3D: https://readyplayer.me/cyberpunk https://xmas.readyplayer.me/ https://fullbody.readyplayer.me/ You can find RPM models also on Sketchfab and in the Unity Store.
Instead of Paint3D where you might encounter problems with the facial rig and the bones afterwards:
it might be better to use Blender for the GLB conversion, especially with the "ksons gltf"-plugin, as shown here: https://forum.reallusion.com/FindPost469025.aspx
This will keep the facial blends for the import into iClone:

As Rampa and animagic already mentioned, you can't bring the characters in CC3. But why not use the clothes or the accessoires instead, as I have shown here some months ago: https://forum.reallusion.com/468602/Neue-CC3Avatare-mit-Zubeh%C3%B6r-von-Wolf3D

I'm no Blender expert, but you should be able to place the character in a T-pose there. Maybe someone here can chime in.

I was looking for more information myself. Trying to find an excuse to upgrade.
