I'm not familiar with Unreal, but I assume you can use a weight map to apply soft-cloth physics?
You will be able to export the required weight maps from iClone, by selecting the hair or cloth and then choosing the Physics tab. Click Edit Weight Map, which will open a popup window from which you can save the weight map:

UE4 has PhysX. You could just do your physics there instead.

ok ... seems just one way to achieve this in unreal engine ... that is APEX ... so, is it possible to convert iclone's physics to APEX? i mean export physics as APEX file (.apx)
