Hi,
First of all should say that iClone plug-in for 3dsMax has normal support for smoothing groups exporting -- if You set some smoothing groups for mesh in Max You will have the same look in iClone. On the pictures I see not smoothing groups export issues (sharp edges), but issues in the skinning of cloths meshes -- like cloths sharp deformation and intersection between skin and cloths layers.
If topology of cloth's mesh is different from body mesh topology and/or cloths surface far from the body surface, it's not enough just transfer skinning from body to cloths using "Skin Wrap" modifier in 3dsMax. To have good result after transfer You should make some tuning of Skin modifier. There are a lot of 3-d party tools that can help with this, but can say that build-in "Weight Tool" (it can be accessed from Skin modifier in Max) not bad at all and I use it very often for fine skin tuning.
Excuse me if I misunderstand your question.
Vit
