The "Puppet Mark" mentioned in the manual was last present in iClone 6, it's still present in that version but does not appear to have been carried over in to iClone 7. I never really noticed that it wasn't present until you mentioned it, it not being present isn't really a matter of concern as moving the mouse anywhere in the main window will trigger movement.
All the Motion Puppet images shown in the manual are leftovers from the iClone 6 release and I suspect that the proof readers didn't notice that such a small icon had been retired.
