Are you using PBR Hair shaders in CC3?
If yes , switch to Digital_Human Hair before exporting.

I've got a very similar problem:

Create a character in CC3+ - I used the standard/default female, replaced underwear with the (free) white dress and added prime hairstyle elements 08_ bang, base and ponytail.
I renamed the materials for the hair elements so that each would have a unique material name.

Nothing else was changed.
I then followed the Unreal export tutorial https://www.youtube.com/watch?v=hyfKQyXvTAcIn the editor, the avatar looks fine in CC3 and in the Unreal Editor.
When I hit Play in Unreal, the hair base look OK but the bangs and ponytail are not touching her head correctly. See screenshots.

Have I done something wrong or is this a bug?
Is there a workaround?

CC3 version 3.41.4008.1
Unreal 4.26.1-15228867
OS: Windows 10

I tried every way, I absolutely cannot use the hair.
It shouldn't be this hard.
