I see there's a way to link it using GoZ for Zbrush but I use Blender as my prime 3d modeling program.

Is there a way I can link and use this moreso with Blender or import it back in to create a custom tweaked character? 

I bought the main program for now and would like to get the Headshot Plugin but for now I am looking for ways to customize further around that for the time being and still use this since it's been really helpful to me so far after trying it.

You can use Blender but there's no automatic path.  You'll need to export your avatar as an FBX and work on it there and as long as you don't add or remove verts you can import back in properly.
