So I had someone design some clothes for a female character of mine. Its an FBX and 3dxchange classifies this as a prop. I attempted to load into CC3 but was given an error. How do I resolve this? I want the top and bottom of these clothes to load so I can transfer weights to clothing.

In CC3, use "Create Accessory". Then inside use Transfer weights to reweight it.

Its likely they did not use iClone or even Daz. I tried to load into Daz and it wouldnt load. The idea was to load into Daz and and select "Fit to Gen 3 model" to make the close appear to fit. Since I was unable to load into Daz to do that, when I bring it into CC3 as an assessory, they arent fitting the character. I am unsure how to make clothes fit to characters in CC3.

Use "Accessory" as KT mentioned. it's a slight UI change in the current version. The rest of this video works the same. It does require CC3 Pipeline.

Yeah, you're unlikely to get them to fit very well if they didn't make them right, but you can try manipulating them yourself (your best bet at this point is to use something like Blender and then some of the conforming tools it has -- you can export an avatar from CC3 and muck about with things). On the whole, though, if you need them to fit very close (as opposed to say a robe or some such) I'd give up. But that's just me (I have more clothes from Daz than I could ever possibly use so I don't worry much about them as they work perfectly in CC3).

It was worn by a famous musician before she was gunned down back in the 1990's. If I hadn't paid someone to develop it, it would be easy to just forget about it. However I did pay someone. Okay, you may well be able to fix the bottom. For the legs BEFORE you weight the outfit (IOW, it's still an accessory) repose the legs so they fit the outfit (rather than vice versa). I *think* then you can weight the cloth and it will weight properly (but don't quote me :>). As for the midriff, that's relatively easily fixed by using the Edit Mesh and then Skulpt and just pull (or push, depending on which way you need it to go) until it fits properly. By doing both of those things you may well end up with something workable (you'll still need some physics on the lower leg stuff and hopefully the guy put UV mapping on it otherwise you have a whole other level of problem). Plus you'll learn more about CC3.

Well, the outfit (at least the pants) are kind of crummy. I was able to do this in about five minutes but, honestly, it looks horrible (to use this you'll have to reduce the butt of whoever is wearing it). If you do want to pursue learning how (and doing it better than my five minutes) I can do a tutorial but, frankly, the outfit is so poorly designed (as I first speculated) I think you'd be far better served finding something on Daz (I found these pants in about 30 seconds but it's a huge store to search -- ask on the forums and they can probably point you towards something that is perfect): https://www.daz3d.com/looking-back-outfit-textures
