What is the best way to set the wireframe with someone with a lot of hair?  Do you put the outer wireframe around just the face or around the entire head (hair included)? If i put it just around the face, it seems the hair doesn't move.  But if i put it around the entire head, the characters mouth movements are really exaggerated.

I find it best to opt for a happy medium in these situations. Moving the outline control points to cover the top part of the hair while keeping the lower face part of the outline closer to the cheeks and jaw seems to work best for me. It's also important to get the mouth points positioned accurately if you do move the outline further away.
