Can this be used to create apps for Android tablets ?

Yes it can... you should create your widget and add it to an online or offline html project, then create a self contained web app with android using the engine you like the most for that. Just remember you wrap the site not the widget itself, so when you create the app the contained instrucction should be to call the .html where the widet is embeded as the widget javascript cannot be handled directly.
