there are several free softwares where you can make original characters with, the problem is Rigging them to work with iclone. The easiest way to make original looking characters is to use 3Dxchange4 to export and modify a pre rigged iclone friendly characters, without the correct rig, iclone will just import it like a prop.

this is a free avatar maker but the avatars are just shells that would need to be rigged.

oooh, nce one sen!!!, if you can figure out one for this one too, just found this yesterday, looks hot , haven't looked into how to bring it into iclone yet though http://www.facegen.com/

update - never mind this one, just installed it to look around, amazing piece of software but mesh export disabled on the free version. still good for making face pics to model in iclone though.

never mind on this one too, the link takes you to a page autodesk doesn't maintain anymore, i know it exists though, found out about it from doing maya research / tutorials.

Students can get Autodesk Education Suite (perpetual licence) for £179 in the UK. Possibly this doesn't include the 20% sales tax in the UK, though.

We could all be of far more help to you by asking you why you think you need an avatar builder outside of iClone in the first place.

I (and others as well) have used facegen to make face maps for iClone and it works pretty well.  The face-matching option is interesting.
