How can I put a wave file in iclone that is more than 300sec.? After creating a animation how or is it possable to export fil to an HTML and if so how?

The voice limit in iClone 2.0 is 5 minutes or 300 seconds.

There is no "export to HTML" support in iClone 2.0. You'll have to export as a video file which you then embed in your HTML file. The Web Multimedia Tutorial is an excellent resource.
