How to edit the skin weights of the characters mesh?

I don't have a "Skin Weights" Button when selecting my character or his body mesh.
It only appears for clothing.
How can I modify skin weights for the skin mesh of the naked character itself?

Steps to reproduce:
1) Load Neutral Base
2) Click Modify Panel
3) No "Skin Weights" button is here - just Edit Mesh, Adjust Bones, etc...
