Has anyone had this issue on the first startup after installing iClone8? This screen will appear more times than not on our system. Video link attached.

What you are experiencing is certainly not normal so there are a few possible reasons.
The first is that your system doesn't meet the required specifications for iClone 8. Please post your full specs including graphic card so we can check.
The second issue may be that your system is not updated. So please run Windows Update and make sure you have your system fully updated. Then check on your graphic card manufacturers website and install the latest graphics drivers. This may well resolve the problem.
The third possibility is that your install of iClone 8 has errors. In this case it would certainly be worth uninstalling iClone 8 and then reinstall using the Reallusion Hub to eliminate this as a possibility.

System Specs: GeForce RTX 2080 Super i7 processor 64Gb RAM Windows 10 (Up to date) Razer Blade Advanced
I have uninstalled iClone8 as well as restoring my unit to factory (full reset) to remove any possible viruses. Reinstalled iClone8 and the problem still occurs. I believe it is your last suggestion. How can I install a version that is not corrupted?

Are you using a programmable mouse or other kind of 3D controller plugged into your computer? If so, please try temporarily removing the device and try a standard mouse instead. This is worth a check because the unusual movement in the viewport may be being caused by your device not communicating correctly with iClone 8.
Do also check that you have the latest graphic drivers from Nvidia for the RTX 2080. If you are using the graphics drivers installed by Windows then they can already be out of date.
Finally, when you reinstalled iClone 8, did you download again or use the installer previously downloaded? If in doubt open up the Reallusion Hub Settings (top right cog icon) and click the Installer Location link. If the iClone 8 installer is there, please delete it and then download iClone 8 again.

Thanks Peter. I tried it without a mouse at all, only the mouse pad. Still having the same issue. Yes, the RTX driver has been updated following the reinstatement of all of the necessary programs. I updated everything before I installed iClone8 again. However, I will try the reinstall of iClone8 again with your instructions. I will let you know how that all turns out.
