Yea me 4. And if so, is all I need a Kinect? Or an adapter as well (it feels like I seen something about an adapter needed for 7).

No. The Kinect Mocap has been discontinued with iClone 8. But the Kinect One plugin can still be used with iClone 7.
(Note: For now, Kinect for iClone version 7.93 cannot run on Windows 11. )

Sadly Microsoft discontinued the Kinect For Xbox One and Kinect For Windows V2 in 2017. It is not really feasible to develop a new plug-in for hardware that is no longer available to purchase new.

It's not clear if it can be used independently, if there is an API, etc. 

RL wisely got out of the motion capture business other than by providing interfaces to third-party products.
