I just purchased a single character from a character pack but now I’d rather get the entire pack ,can I get a refund on the one and buy the pack ?

If you purchased it via the content store, you may be able to contact reallusion support and ask for a refund to purchase the full pack instead.
If you purchased via the marketplace, you may be able to contact the developer and depending on which developer, they may be willing to allow you to buy additional packs to the value of the full pack and then gift you the remaining character packs. Since reallusion do not allow developers to offer refunds on the marketplace, this would be the only way to do it as far as I know.
