From what I've read on the page, genesis 8.1 is obsolete in cc3. Will it be possible to import daz genesis 8.1 outfits and characters in cc4 that will be announced this month?

Unfortunately Daz Genesis 8.1 characters are still not supported by Transformer in Character Creator 4.0, but support may come in a later update. Of course in CC4 you can import Daz Genesis 8.1 characters as non-standard characters along with any hair, clothing and accessories and animate them the same as any other CC character.

Will the clothes of characters imported in cc4 be used for other characters?

If you use Transformer to import characters with clothing, then the clothing can be saved for use on other Standard CC characters. However, if you import a clothed character as a non-standard character then the clothing can't be used with other characters (unless re-imported in using the Create > Accessory method).
