The Iray render on the left isn't low resolution. It seems like it may just be the lighting that;s low res. The preview and the card render are fine and smoothed, though uglier. In Iclone it looks only a little better because I maxed out the subdivision. It's happening only with this character, and I re-imported him. 
Here it is in Iclone.

And here is his female counterpart, made with the same texture. No problem.

In Iray settings, I have made the vertices vanish by checking off Eliminate shadow artifacts in Iray settings, but it's still as if a median effect has been overlaid on the image, or like it's sharing space with a cartoon shader and poking through here and there.

Well, I didn't fix it back ten, but now I have an answer.
It's a bug in CC3. Converting CC3 to CC3+ does it. Everything looks perfect when I don't convert. The odd thing is that the conversion looks great on screen. It's only the Iray render that gets fouled up.
