When I load a background image for reference how can I remove it from the project before uploading the pack so the clients do not get this missing image error when opening the content ?

1 texture file(s) failed to load.

Please check whether the file(s) exist.

Or make sure the required codec is properly installed.

You cannot remove it unfortunately - only replace.
What you need to do, is to disable External Files in Preferences (there you could also check for external files list in current project).
Then come back and Embed background Image in Project settings.

So come up with something basic and replace and embed before uploading pack easy enough but we need a delete thats crazy! Thanks

You may find it helpful to right-click-drag images in for reference planes. That will give you the option to load the image on a plane. You can then scale and move that plane as you need. Then just delete it when you are done. You can also import multiple reference planes this way.
