Is it possible to replicate some if not all the mPuppet features (see attached vide clip) in Cartoon Animator 4?

Yes, most definitely and probably with better control and options.
Just watch some of the demo videos for CA4 and the tuts.

There are more on YouTube and some that go into more specific areas of CA4.
