This is probably a dumb question, but where can I get CC1 and CC3 non "+" base avatars? CC3 seems to allow me to put the legacy shapes onto a CC3+ avatar , but can I get an actual legacy base avatars somewhere?

You can find CC1 characters in a number of places.
Project>Avatar>Base:
Project>Base:
Project>Clothed - load one of these and remove the clothing:

Where can I find a CC1 character? Trying to import RLHead, as the online instructions say I can.
but CC1 character nowhere to be found in CC3?

In the Content Manager, go to Template > Avatar > Base > CC1 Base_Substance:

Thanks for the lead. You gave me enough information, to find what I was looking for…
…
But it was not in the place you had outlined, I've been looking for the simple places, but I did get one out of a project. A project that came on the computer, inside of another member of phi funded in I clone or character creator… But check this out, not where we suspected it should be! No more base version one in there!

Those 2 supposed to be a part of the "CC3 Base Character Pack". But RL removed all CC1 bases from that pack at some point I believe.
That is why "older" users still have them and you do not.
You can still load CC1 Neutral base though. Go to Modify>Load Neutral Base>CC1 from the menu.
