When I record my voice for use with a character in Cartoon Animator 4, It does record, but it's slowed way down. As if th time is stretched out. I've tried reloading different characters and all that and its still doing it. How do I get it to record at the normal rate?

May I suggest that you report this problem to Technical Support.
We may need your system information and the Project used, and also record your screen include all process of this problem so that we can clarify the problem.
