Nearly any video editor should be able to make it into a video file. If you are just meaning a single picture. Just render as PNG, but you'll need to remove any background or background images if there is one in the project settings. Make sure activate image is not selected.  Render as Image, PNG, Sequence They may show as black or white in your folder explorer.  But if you open them up with an image editor. I'm using gimp. You will see that they are indeed transparent.
