I have a Cartoon Animator 4 Pipeline Premium Plus Account. Nowhere can I find, "CTA_G3_Pipeline_PSD_Ai_Template_Sample_Project.zip ". 
Its not on the "Register Product & Download Patch/Bonus" page, the "Account" page or the "Orders" page.

I can't find it anywhere.

Correct.  It is the product registration page.
Also, you can see the 'Product' named "CrazyTalk Animator 3 Pipeline" there. 
Click the 'Download' and a new page will pop up. 
You will see the list of downloads and one of them is ""CTA_G3_Pipeline_PSD_Ai_Template_Sample_Project.zip ".
