My internet has been going out the last couple of weeks, and when it does CC3 is basically useless, as it keeps trying to connect. I get a display that says turn offline mode on, but a google search returns no results. Can someone show me where to find this?

Hi Mike
Character Creator 3 should be usable offline. There are currently some issues with SkinGen premium features which won't work offline but this should be fixed in the next update.
It sounds as though your problem may be with Smart Gallery which by default is in Online mode. Try turning this to Offline mode as shown on the page below (section D).
