Sorry, I posted the question but now I found out that my question was based on a misunderstanding of the rigging system. So I removed it.

You might well now understand what you want to do, but for the benefit of others -- just create the jaw/face part of the mouth deforms, and you can have the face move any which way you want as the mouth moves.
