In other words, say I created a cape in Blender, with cloth physics and all that it entails (collision, and such).... when I import that cape into Blender, will I have to import it as an FBX, and if so, will it retain the physics attributes from Blender? Or do I have to use CC3's Cloth Physics?

It wont import blender physics because it runs on a different physics engine

If Blender uses weight maps (gray-scale images with gradients) then you might be able to use those for the cloth in iClone.
