I’m wanting to use an animated Picture that I can talk in real time within Skype; Discord, and OBS. Is this possible? I’m trying to see if CrazyTalk can fulfill my needs.

You can't do this with CrazyTalk 8 but you can with Cartoon Animator 4. Please see below for more information.
