I am having issues trying to render video from the IRay plugin.  It just stops and doesn't do anything.  I have attached scene shots of the settings and the locked screen.
My computer information
MSI GT83 Titan
32 GB RAM
2 TB Hard Drive
i7 Intel processor
GTX GeForce 1070

I have good and bad news.
The good news is, that there is probably nothing wrong with iClone, Iray, or your computer.
The bad new is, that given your PC specs and render settings, your animation would take approximately 600h to render.
That is about 1h per frame (rough estimate though).
3000 samples @ 4K with single 1070 might be good settings to render a sill image. But certainly not an animation.

Recommendations to begin with Iray animation renderring:
Stay below 2K (1920x1080) (for a single 1070 I would recommend 1280x720 and then use A.I. Gigapixel to up-convert to 2K)
Do not render with more than 200 iterations.
Enable denoiser few samples below the max iterations (If you select 200 iterations, enable denoiser at 195 for instance)
Enable Nominal Luminance (that would help to kill the noise caused by *fire flies*). Play with Nominal Luminance value for the best possible output.
Use Preview mode to render random frames at full render resolution (not 792x446 as I see it on the screenshot) to estimate the animation render time.

One more. Given the scene, I would recommend Interactive mode (that is if you do not have emissive lights in the scene) with less than 100 samples
