Good morning Gabe,...Have you tried replacing the Monitor Cable? Did you use the same cable when you tried on another pC.
From the result of your testing, this is definitely HW Cable issue, Graphics Card RAM issue or Virus.
If you have an on-board VGA connector, I suggest to remove Graphics card, connect monitor and monitor cable directly on Motherboard VGA connector to test cable and monitor. Reboot.. Does this work?
P.S. Removing Battery and resetting BIOS was not a good move.. You could be in a position whereby your BIOS options are wrong. You need to check that too.
