I solved it.
After applying the duf file to the desired figure in Daz Studio (make sure FPS is set to 1 in the lower right hand corner), select both feet and toes using Ctrl+left click in the Scene window making sure they are highlighted, go to the drop down box in the upper right hand corner of the timeline, select Clear Animation/Clear Selected Item(s) Pose.
Then apply the high-heels pose in the very first frame, then scrub all the way to the end of the animation. The desired pose should be consistent thoughout the timeline.
It took a bit of tinkering.
