Kind of what you see in scooby doo cartoons, a green wavy smoke keeps spreading around the area. What kind of particle emitter should I use for these?

You should be able to achieve what you want to do with the Smoke particle from the PopcornFX Library 40 pack (Weapons and Explosives).
The color of the smoke can be changed to green and you can key wind direction changes to make the smoke swirl about.

Well with smoke particle I managed to get the dust smoke done, but not what I need.

I need kind of this effect
check at duration 1.24 the green wave spreading across and not smoke moving in any direction.

It certainly seems to be that sort of look A l-o-n-g 'ribbon' type that 'follows a path' Seems to be a 'blend' of 2 or more irregular 'whisps' or 'strands' Semi opaque, soft edged, narrow pathed. Boy you must have fun playing with this stuff !!! :)

If you have the Learning Samples pack there is one Ribbon effect in the Applications folder named Ghost. By adjusting the Diffuse colour and the emitter speeds you may be able to get what you are looking for.

There's quite a few control sliders, so it may take a while to get it right.

After playing with it for a few minutes I have got the effect I need kind of vapor emitting and then vanishing into the air.
Now I do not require it to appear randomly which it does right now.
Should I export it as with alpha so I can superimpose the part I need in editing software or is there a way to turn particles into a movie clip which I can break and use a particular part of the effect I need?

it can be done with a combo of "fog" in the visual tab (tweak distance and color) and using a legacy particle "fog" (tweak texture, color,particle force and size) also the fog particle has a illumination setting if global illumination is turned on
not everything needs to be done with popcorn

I went ahead with butterfly effect instead. It made sense for my ad and it does the trick of speeding across like I want the wave to behave.
