Okay, as promised here is my (long) tutorial on how to create hair in Blender for use in Character Creator using the Hail Tool plugin.
Specifically this is for close cropped men's hair, although the steps used will apply no matter what type of hair you create (and the Hair Tool author has plenty of tutorials on using his other techniques for longer hair). I'm sorry I was so long winded -- I may post a "Reader's Digest" summary of around 10 minutes with all the steps written out as sub-titles if anyone is interested.

Yeah, sorry it's so long, but I tend to be long-winded (and I approached it from the standpoint that others here might not be at all familiar with Blender).

GREAT tutorial. loved it. FINALLY I'll be able to create my very own hair for my own character(s)!!! Have been fiddling with this for ages. Needed a certain model that was nowhere to be found (V for Vendetta's hair). After battling on for a full YEAR to make the perfect cloak, now I get to make the perfect hair, thanks to you! THANK YOU!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

So I followed this tutorial, but every time I try to join my hair mesh to the scalp the UV's for the hair go away, which makes the hair not render, and even if I bring the mesh into Character Creator and set the hair material to a solid opaque color, the hair still doesn't show up.
