Im struggling with creating custom eyebrows. I know I can use RGB mask like shown here: https://youtu.be/Qo-c7t_Fb_0?t=12m54s but I then I need the essential morph and skin pack to get those mask so I can make my own. Is there no other way to make custom eyebrows without having to manually paint them in on the skin_head diffuse? That does work, but it is very timeconsuming to get the eyebrows to line up correctly. Here is how far I can get with Photoshop:

Might be not, other than googling for eyebrows PNG images and trying to fit them in place on a diffuse map. But if you are going to draw them manually, I'd recommend dune grass brushes to get a decent result. Time consuming? Maybe... depends on how well and precise you need them to look. Don't forget about normal map for the best result. Has to be generated separately (Nvidia plug-in for Photoshop) for eyebrows and then overlay-ed to skin_head normal map.

You could add them with the blend channel, but then you won't get a normal map.
Create the eyebrows as a separate layer in your image editor with a black or white background when you export it. Then load it in the iClone blend texture channel and select either "overlay" or "multiply" for the coloring. That depends on whether you use a black or a white background.

I have found out that I need "RGB mask" for the eyebrows. They are incuded in this pack https://www.reallusion.com/ContentStore/iClone/pack/CC_Essential_Learning_Resource/default.aspx , but to get that pack I need to phurcase this https://www.reallusion.com/ContentStore/promo/CC_Essential_Complete_Bundle/default.aspx for $199. And I already own the Essential Morph and Skin pack. I tried to search for creating RBG mask for eyebrows, but I dont find much content on the topic.

lol, I thought you said you did not have it. Not sure if you would have RGB masks for eyebrows, but as far as I can see you do not need them for making eyebrows for stylized character as pictured. They are only useful if you need to shade parts of the object differently (in terms of color, texture, opacity, blur... etc). For instance making whatever is under the red mask darker than area covered with a blue mask. Tracer's brows are pretty much black and linear. You just need to shape curves using various transformation tools and align them symmetrically. For reference points use a dark occlusion spot (the one that is going around the nose). You could duplicate diffuse map and work "levels" to make a contrast symmetry reference point.
I would advise to make right eyebrow first and play with it until you find a perfect location for it. The major obstacle is the UV stretch, which effectively deforms the shape of eyebrow at certain locations, when customized diffuse map applied to the character. Again need to play with it. Finally just duplicate right eyebrow, flip horizontal and move it (holding Shift) to the left aligning symmetrically. It is really hard to see eyebrows shape under the goggles but I think at the end they might require a light touch of "smudge" for edges. Just need to practice.

Im studying facial expressions using Tracer and shes perfect for that. I have contacted Cara Theobold (voiceover for Tracer) agency and asked if I could use her voice for educational purposes for myself only. Hope that will be ok as it is more interesting to study expressions with a voice for the character. My inspiration for this project is this cinematic from The Blizzard Entertainment:
