I have been asked to supply a video created in iClone 6.5 in either .fbx or .obj. Is this possible? I can only see a means of exporting elements not the whole.

well that would involve exporting mesh which unless using your own rigged models and keyframed or mocapped animations would not be allowed under the EULA.
you could share a scene file and any assets not owned by the other user would be watermarked.
