Is the IClone Allegorithmic Substance Designer the same as they sell on Allegorithmic site because i have that or is this embedded into Iclone version?

The "Allegorithmic" Substance Designer will work fine.
You will need to map the outputs to Diffuse/Specular (not metallic) channels because iClone does not support a PBR shader yet.
