I recently started working with After Effects CS5 and I can't figure something out. I want to add motion blur to a very short clip, and I've followed the directions for doing so--they seem quite simple. Problem is, the effect isn't being applied, either in Preview or in a rendered movie. Can anyone help me figure this out?

I still don't know why the motion effects settings per se won't apply, but there is another feature called Force Motion Blur which does work.

AE's built-in Motion Blur only works with layers that are actually moving. If the layer doesn't move, there's no motion blur. Never mind that something on the layer moves: the layer itself has to move.

You can fake a motion blur with something like Vector Blur, or you can use CC Force Motion Blur. Force Motion Blur takes ages to render.
