I hope someone could help. Tried a couple of times aligning points to a different spot. The outcome only got worse. 
I use KIRI Engine's Lidar 3D Scanning with high poly counts as you can see the model in Blender. However after I imported the head to CC4.3 it looked like low poly model. I don't know if low poly was the culprit of the twisted mesh output from HEAD GEN of HEADSHOT. Or it's the setting issue of HEADSHOT that I did not know. Try to add some extra point on top of head in the "Align Points" section then press the "Head Gen", it should solve the issue.
