Very tricky to compensate scaling with distance, but doable (at least for a single character - I have not tried multiple).
Basically, character has to walk a "lot" of distance over the small portion of the ground at the texture image.
Shadows cannot be added for obvious reasons.
This is your plane with character walking toward the camera:
The "secret" is to set your texture image for the plane to be perspective (I set this in Photoshop):
Then position camera and set its focal length to get a normal view without much distortion.
Finally rotate and position character so that it walks toward the camera.
Maybe there are other ways, but this is how I made a video clip above (camera is 35mm)...

You can also set the character and camera to be parallel to the ground and tilt the plane instead.
