You can use DA points in Actor Core, but everything else is somewhat confusing as to just where and when coupons can be used. Quickest way to find out would be to make a dummy purchase and see if the option to use a coupon is available at checkout. You can always cancel the purchase before paying and remove the item from your cart if you don't wish to complete the purchase.

Yeah I tried that. It had coupon option but it was weird because it wouldn't let you type a code in. The DA points would be good but being an Elite member I know the code won't work with DA points just software and content (that's not bundled)

The Elite coupon has nothing to do with the DA score.
With DA points, you can shop on the Content Store, ActorCore and Marketplace.
The Elite  coupon only works on the content store and you can buy it with DA points at the end.
The only problem is that you do not have a 14-day return right when you shop with DA points.

You can wait for the animation package you mentioned to come to the store.
However, if the product is discounted on ActorCore, but not on the Content Store, maybe ActorCore may be cheaper
What the contract mentions is that you cannot buy DA Points with coupons.
