I still don't quite understand Path Offset keyframing

Moving the path offset on a figure applies that offset to all Path Offset keys for an object. If a character's walking on a line, say, and I want them two feet to the right at two minutes and five feet to the right at three minutes, creating the second keyframe at three minutes instantly make them five feet to the right at two minutes also. Am I simply not able to use multiple offsets along a path? How do I fix this? I feel like I knew the answer to this once and it had a simple fix...

Does Path Offset keyframing not exist for Translation? I'd be genuinely curious as to why that's difficult to implement if so. Is it something I could do inside Curve Editor?
