In order to send motions from iClone to Cartoon Animator,             you must first install the Cartoon Animator Motion Link Plug-in for iClone and Motion LIVE 2D Plug-in for Cartoon Animator.

So where do I find this and why did it not come with the program? Cartoon Animator Motion Link Plug-in for iClone

The Motion LIVE 2D plug-in doesn't come with Cartoon Animator 4. It is an optional paid add-on for those who wish to do motion capture and link with iClone.
