Does the essential morphs kit work with the CC3 Cartoon Charaters? I do not mean "Slacker" but more Yvone, Tammy, Robert, and the other male.

Every CC3 morph works with any CC3 character (or, thus, any character that is inside of CC3). Some morphs need to be applied carefully to characters that are already extreme -- IOW, if a character has very thin arms already, applying a morph which further thins the arms can be tricky if not ridiculous. But they ALL work the same in principle, which is to move vertices in certain directions.
