I just bought CC3 and upgraded my graphics card to RTX 2080 super.  Do I still need this plugin?

can you specify your thought, because I do not understand the question very well?
These are two very different things: on one side you have CC3 (which is a software that allows you to create characters) and on the other a graphics card (which is a display hardware).
It's as if you said I bought a new screen, is that I still need CC3.

I suspect you've cross-linked a few things.

You need the Iray plug-in if you want to do Iray photo-real renderings.
The RTX 2080 is "sort of" capable of doing real-time photoreal rendering... BUT... the application needs to support it, which iClone and CC3 do not.

BOTTOM LINE:  You'll still need the Iray plug-in.

More stuff below the bottom line...  The RTX realtime capability relies on some shortcuts and approximations that Iray doesn't do.  So do not expect your RTX to render Iray images anywhere near realtime.  Sorry to be the bearer of bad news, if you were expecting it to do that.  But it's still a very nice card that should do very well for you in many applications.

iClone 7... Character Creator... Substance Designer/Painter... Blender... Audacity...
Desktop (homebuilt) - Windows 10, Ryzen 9 3900x CPU, GTX 1080 GPU (8GB), 32GB RAM, Asus X570 Pro motherboard, 2TB SSD, terabytes of disk space, dual  monitors.
Laptop - Windows 10, MSI GS63VR STEALTH-252, 16GB RAM, GTX 1060 (6GB), 256GB SSD and 1TB HDD
