CC3 can't find decals.

I'm not sure if this is me or a bug but I'm trying to figure out how to add decals to my characters body and I can't find the option anywhere. 
If I go to the appearance editor I have "Actor" With no dropdown, "Actor Parts", and "Cloth".   If I click on Actor it says to activate the appearance editor but all I have is a greyed out button to Unload the appearance editor. 
I made the character I'm using with the Headshots plugin. 
Am I doing something wrong?

The AE isn't available for CC3 characters at present, it is expected to be released sometime in Q1 2020. You can create a character using a CC1 base and then convert it to a CC3 one when you're finished.

Ok thanks. I vaguely remember hearing hearing that way back. I just assumed it would be a month or two to get working.  I guess it's a little more complicated then that.
